If you currently have the Blaster equipped (keep in mind you cannot move forward with a hand that is holding an item so choose whitch hand you want to run with and put your item in the other hand) You can equip this by saying the commands "Xbox" -> "Magic Items" -> "Name of Item" this will put it in your default hand or the hand that last held an item. Once he gives you the Blaster you can begin to complete this achievement, simply "find and shoot" all the Cosmic Blaster secrets, these are tourches, lights and stuff you can make light up like the 4th of July.
First off you need to go to Tomorrowland and talk to Buzz lightyear and he will give you the Blaster.
